Well, AFAIK, culero is literally asshole. Pinche culero means fucking asshole, so whoever put that top meme together know’s what they’re doing.
The other part that makes me chortle is that pinchar means (in its literal sense) to puncture or prick…so at least to my linguistic bent, the overall drug theme is intensified 😛 I believe its meaning of “fucking” is mostly Mexican; I’ve seen it in spanish news sites [in Spain] “to click”, and I’ve seen it used to mean annoy or wind someone up, as well.
